  • The nation’s top bond rating agencies have again affirmed Loudoun County’s AAA rating on ... The nation’s top bond rating agencies have again affirmed Loudoun County’s AAA rating on its general obligation bonds, noting the county’s strong financial management practices and policies. Loudoun County has held the Aaa rating from Moody’s since 2004, and AAA from Standard & Poor’s and Fitch Ratings since 2005. A statement from Moody’s said that the Aaa rating reflects Loudoun’s “strong financial management” as well as the “strong and diverse tax base with strong long-term growth potential, above-average wealth levels, consistently solid financial performance, and an average overall debt burden.” Fitch cited Loudoun’s “robust economy” and “sound financial position,” and the agency’s belief that the Phase II expansion of Dulles Rail into Loudoun “will positively impact the county's dynamic underlying economy.” Standard & Poor’s highlighted Loudoun’s “historically rapid economic and employment growth” and “historically strong property tax base growth,” which have remained positive despite the overall economic downturn. S&P also said the county “benefits from strong management practices.” “The reaffirmation of our triple-A rating is good news for Loudoun taxpayers, because it means the county will continue to get the best possible interest rates to finance our capital projects,” said Board of Supervisors Chairman Scott K. York. “This is reflective of the Board of Supervisors’ solid commitment to sound fiscal policy and financial management as well as the hard work of county staff,” said Loudoun County Administrator Tim Hemstreet. The reaffirmation of the triple-A rating comes in advance of the sale of up to $64 million in general obligation bonds for construction of new projects and up to $110.5 million in refinancings. The sale is scheduled for May 29, 2013. Proceeds from the sale will be used to finance the cost of fire and rescue apparatus, partial construction of four elementary schools, one middle school, and one high school as well as refunding a portion of the county's outstanding bonds.   • The Loudoun County Board of Supervisors has adopted a proclamation in support of Loudoun Small Busin The Loudoun County Board of Supervisors has adopted a proclamation in support of Loudoun Small Business Week, set for June 3 – 7, 2013. According to the Virginia Employment Commission, Loudoun County is home to more than 7,000 businesses with fewer than 20 employees, accounting for over 85% of the total business population in Loudoun. In addition, there are thousands of home-based businesses located in the county. In conjunction with Small Business Week, the Loudoun County Department of Economic Development is co-sponsoring a series of events, including seminars, workshops and networking opportunities for small business owners and entrepreneurs.
